Requires completion of the quest series Foraging for Fragments Starting with [npc=158038] just outside of Sinfall.
I unlocked the network but was unable to do the mirror attunements since I was missing having Laurent "recruited" to the covenant.

I found Laurent at 24.2, 49.4 - because i stopped his quest series halfway through. He still doesnt have the mirror quest, but I'll see what happens after I finish it. Yes - this got me back on track for the mirror network.
In addition to having to complete the quest chain mentioned by Skellyhell, if you are on the quests Mirror to Maldraxxus or The Medallion of Dominion (the final chapter of the Venthyr campaign) you need to finish that chain first, because Laurent is not in his usual location.

Laurent, mirror maker to the Master. Pleasure to meet you. Excuse my disheveled appearance. It appears I've found myself in a most unfortunate situation. I was attempting to travel on royal business when my mirror sent me to this wasteland instead.
