This quest gives you 550 [faction=1341] rep (with bonus) and, if you don't have rep with them from earlier, lets you choose them as your preferred faction to get rep from the dungeons
I have made a little guide to get to this quest as i found it confusing to chase back to the start (for the horde(!)):
to get to this chain you first have to complete the following:
The Grookin village quests up until Guerrillas in our Midst where you can accept Dawn's BlossomThen you must complete Welcome to Dawn's Blossom before you can get The Double Hozen Dare and after that All We Can Spare and all the quests from Mann until you get The Serpent's Heart when that chain is over you finally get to the temple of the jade serpent where you have to do all the quests until you get The Jade Serpent
Hope this helps, as I found it confusing to chase the quests back to the start, feel free to comment if there are any errors
If you skip the cinematic, you have to log out, fall, run back up to the entrance of the instance, talk to [npc=57242] to re-enter the instance abandon and re-acquire the quest.

Description
You came to deliver a message to the Jade Serpent, right? <The little girl tilts her head up at you inquisitively.> I guess it's time you met her.
