TheWoWDBYou will need to do the very short (2 quest) quest chain that starts with Scampering Scamps before Scaps comes to the village and offers this quest/sells backpacks.
Update: Sadly, there IS more required to get to this quest as my alts have discovered. As Kagitaar indicates, opening this quest requires doing a large chunk of the Azure Span campaign which is very frustrating. This quest chain should unlock for alts once one toon on the acct had unlocked the quest and not be locked behind the campaign. The only fortunate thing is that the cost to buy them is one of the few vendor items that doesn't require a Tallstrider Sinew.

You have to do a lot more than has been indicated. First you have to do parts 1, 2, and all but the very end of 3 of the storyline quest to unlock the Iskaara quests. Then you can talk to Hanu and get the 2 tiny quests done.
