after you talk to Mograine and then accept The Scarlet Apocalypse, the mobs all turn elite. You *may* still be able to turn in skulls at the cauldron for the brews, not sure on that one.

Confirmed. Actually, just turning in Scarlet Armies Approach... triggers the change. You can still turn in skulls at the cauldron, though all mobs in the area will be elite. So if you want to do any grinding/farming, make sure you do it before turning in this quest. Although it's not really worth farming the skulls since you can only have 20 of Noth's Special Brew at one time.

Description

We must prepare for the encroaching armies, {name}. You will take what you have discovered to Highlord Mograine at once! I will open a portal directly to Acherus. Step inside and it will transport you. Give Highlord Mograine Abbendis' journal as well. Perhaps he'll find it useful.

Return to Galvar with this message: "Turn your armies around and prepare your ships for travel to the frozen wastes.
