This is an additional benefit for owners of [building=10] starting from patch 6.1, on top of weekly seal.

Unfortunately, it's daily-type of quest and can be completed once per day, no matter how many [item=113681] you have.
Note: you don't get both, instead you have a choice between token types.

Yes, this is a "random" enhancement token, meaning that once acquired, you will recieve randonly (e.g weapon):
[item=114128] or
[item=114129] or
[item=114131].

The same applies for armor tokens of course :)
