If you're struggling to find a way to get to the NPC to start the World Quest and as close as you can get is the two arenas on either side.

There is a set of stairs on the OUTSIDE of a building at:

39.4, 25.9

Which is the very SOUTH END of the closest building.

You can go all the up the multiple stairs, over the top of the building and down the other side, then when you get close to the quest giver, they are on top of a building that you can access via an interactable rope ladder.

You can what g0dkar has said below and see [npc=231926] and get a cool but short jetpack ride.
