I got a little confused by this quest.
For the Pseudo-Property Ownership Standards book:
Go to third floor & find Kendo Zoomcart, sitting on the floor in front of a bookshelf. (coords 38.4, 34.1)He has a quest dialogue when you talk to him.
(You won’t see the book right away.)
He’ll get the book for you & leave it on the bottom shelf of an adjacent bookshelf.
Click on the book in order to go to the next phase of the quest.After “collecting” the book from Kendo, (in addition to the other items), find Marty, (sitting on the desk on the same floor), interact with him & follow him down the exterior stairs.
The car will be waiting and will take you to court.(I had already collected the other items, so this book was the step that I got hung-up on.
Since others have gotten messed up with the car & getting stuck, I’d recommend getting this book last before moving on. I didn’t experience any bugs/getting stuck or thrown into an underworld situation by doing it with this book being my last collected item.)

Just as a note - today 15/3/25 the ride in the car was fine. Also, if you had trouble completing the first of the 3 requirements, i didn't notice the goblin on the right hand side of the bookcase near the Zoomcarts. And I'm sad to say I ran in there 3 times trying to complete it...

Description
Today's the day for shiny shoes, {name}! We've got our deed signatures. We've got support from the cartels. And we've got... my kids.
