If you do the Malune quests before this it seems that it is not available and that is pretty logical.

I just discovered this NPC for the first time on my 10th character (at least) through Talador.
What horrible placement for a breadcrumb quest. Finishing the quests at Aruuna to the northeast literally teleports you right past this guy to Terokkar Refuge. I just happened to see the '!' for this quest as I was taking a flight path and decided to go hunt it down.

I can confirm that accepting the quest Dust of the Dead makes this quest unavailable. I accepted Dust of the Dead, went to Elumm, and he didn't have this quest. I then abandoned Dust of the Dead and this quest popped up!
