for those struggling to find the NPC Flight Master (despite visit the other floor)
Sharing my experience when doing this quest -> that I stuck here couldn't see the FlightMaster NPCcontext:
Fresh level 80 character, completed TWW Expansion Campaign,
decided to go through these for the long quest chain towards Raid for Mount.

I raised a ticket, and learnt from GM, that in order to see the Flight Master NPC:
Greetings, adventurer Reyneese!
In order to unlock the Flightmaster in Oribos, you need to complete the following quests:
1- The Path to Bastion: The Path to Bastion
2- Seek the Ascended: Seek the Ascended
After completing these quests, the Flightmaster should become permanently available!
You can also use The Timeways' Mythic+ portal in Dornogal to travel to Maldraxxus and use the flight routes available there.

Description
We brokers have found that it is in our best interests to remain mobile. And discreet. A number of our cities and outposts are tucked away in the In-Between, capable of moving from place to place. Much to my chagrin, it seems I have lost track of Tazavesh. I believe our best course of action is to ask Cartel Ta for access. They pride themselves on keeping track of such things. Let's try our luck with those at the Night Market in Revendreth. They may be more forthcoming than their Oribos kin.
