TheWoWDBIt looks like you have to take the item from NPC but actually you just need to pick up quest item from boxes near the wall.

I spent such a long time in the Hall of Shapes next to the Leatherworking trainer trying to find the documents. They're not inside. Go outside and run along the edge around Oribos until you see a stack of boxes. So'danah is standing right next to them. Scroll over the boxes till you get the cogwheel and click. Be prepared to fight because the second you click on the documents, you aggro So'danah and he starts attacking you. Stay out of the yellow aoe swirls and you'll win the game.
The AoE will !@#$ you up. Don't be one of the forgotten skeletons littering the ground. Just kidding you'll never be forgotten great hero of Azeroth.

Description
The leader of Cartel So represents a grave danger to the Shadowlands, Maw Walker. Her name is So'leah. She seeks to assemble an artifact of the First Ones and use its power for selfish ends. Pieces of the relic are said to be hidden on your homeworld. Brokers have never before found our way there. But if So'leah does, then Azeroth too is imperiled. We must intercept her. There is cargo nearby marked for Cartel So. Perhaps the manifest will give us clues as to their leader's whereabouts.
