TheWoWDBAlternatively, you can just pull the Elite Rare to the patrol in the area for the world quest, they will tank the boss with no problem while you take him down.
It takes a while to kill because of his dodge buff, but it's a safe and fast way to do that before unlocking the Anima Conductor to rank 3. You do get the quest item when you kill the monster with no apparent hard requirements.

This is true as of today. I don't have Anima Conductor level 3, and someone else pulled this rare to a nearby area where I was doing a quest. I got the item with the quest, and when I turned it I got the new shape (click on "What other forms can I take?")
