You can jump down at 21, 40 or use entrance at 22, 35You will see small spiders [npc=114692] there.

I had the same issue with doing the withered army first.
I ported back to Shal'aran and got the message "you have left the instance group". The phasing issue is because the Withered Army is a scenario, and that entire area is part of the scenario. So you have to leave instance group or port back to leave the scenario before you can do Skittering Subjects. :)

If you have the portal to Falanar unlocked, it puts you pretty close to where some of the spiderlings are for this quest. Take the broken hole in the wall to the right going out of the room it ports you to.
