It may be a recent change, but stuff does drop while phase diving. I got all the items while doing the Bound Unbound phase diving world quest there. Which is nice because there's this group of three Sufaadi Enforcers at 75.47 that respawns very quickly.
Looks like the numbers listed above are accurate. You have to farm the Sufaadi tribe. It seems random as to what, if any, quest items they will drop. I got stuck at 90% for about 10 minutes, then got stuck at 99%. Just kept with it and finally hit 100% complete. There are also some items that you can pick up around the tents.

Description
An upstanding citizen such as Om'sto, would not have such an illegal item like a Smuggler's Mark. If I did acquire one...I would be inclined to give it to someone that I owe a debt to. If you did me a favor, and then I would be in your debt. Travel to North Sufaad, and fill my pack with items I lost there. You do this, and I may have what you need.
