running into a bug where coming back to the oasis doesn't trigger completion, anyone else?

It bugged out for me as well. I was able to get it to complete by going into warmode.
This quest still appears to remain in your Objective tracker after you hand it in and get the achievement. All you need to do is leave the dome, then return and there will be a Niffler called Rhubarn to talk to, just to the south of Ve'nari, standing on the sand next to the flags.

I was talking to Om'talad over there. Apparently, slatebacks used to gather bones for birthing nests, which is kinda funny on account of them being herbivores! Normally they get bones from dead animals, but we don't have any in the eco-domes.
