This quest is probably one of the more poorly designed in recent memory - poor visual clarity, unclear directions, and somewhat frustrating mechanics. The way to complete this quest is as follows:
The majority of the zone of the Merciless Wastes allows for the quest to be completed, but the best zone seems to be The Tempest Fields (coords 67, 40).
You will be provided with an item in your bags called the Mana Matrix, while this is necessary to complete the quest, it is not interactive (meaning you don't click on it). Instead this item in your bags allows you to interact with the solid purple swirls (meteors) on the ground.
When standing on one of these small, solid purple swirls an extra action button will appear. You need to click and channel this extra action ability. It's about a 1.5 second channel, if you move, get attacked by an add, or the meteor hits the ground before you complete your channel you will not get credit and thus, no shard will spawn. While the Tempest Fields have a high density of these meteors falling, they also have a high density of mobs spawning, meaning you are likely to be attacked while trying to channel. By the time you kill the add, the meteor will have fallen and you will miss your opportunity. So far, in my experience, your best bet is to kill all the mobs in a small area that consistently spawns these meteors and then go to channel. Otherwise you will be interrupted far too frequently.
If you successfully complete the channel, between 2 and 4 pinkish/purpleish shards will spawn. They are extremely small and hard to see if you are going this in the Tempest Fields as they will blend in to the floor, but they last a decently long time, meaning if you get attacked or another opportunity to channel, you should take it, then go back and pick them up.

So the best place that I have experienced to aquire the void shards is at /way 68, 41 in the sandy area!
One of the most poorly explained quests in this new content, hands down.
The quest text is vague and even a bit misleading.Completely ignore the item in your inventory labeled "the device" it's irrelevant.
Here's how to actually complete the quest:
1. Head to the marked quest area on your map.
2. Move toward the outer edge of the blue glass-covered ground, stay in the sandy outskirts.
3. Look for small, deep purple swirls in the sand. They’re not much bigger than your character.
4. Stand *near* (but not directly on) a swirl until an extra action button appears. Click it to cast a spell.
5. When the cast finishes, the swirl will disappear and drop several purple shards nearby. Those are your actual quest items, click them to collect.If you stand directly on the swirl, it will launch you into the air when it disperses, stand to the side when casting the ability.
You would think this would be easy to figure out, especially after you do understand how it works. But the lack of specifics kind of makes it confusing if you cant find the swirls.
