TheWoWDBI have GM conformation as to why myself and others are unable to even acquire this quest. It seems that others like myself are higher level for this zone and completed another quest in this particular chain that they lead up to called "Mossy Pile". Once you complete Mossy Pile (which is supposed to be further ahead) you can not go backwards in the quest chain and acquire "Speak With Spraggle" ever again. I was told that it is a Bread Crumb quest and will in no way effect my outcome for the zone completion. To add, I also had my wife fly to Un'Goro on her account and got the quest immediately from Krakle, she was unable to share it with me as well so that is not a bypass for this.

If you wanna do this quest, abandon Shizzle's Flyer and don't complete it.
After completing "Find the Source" I was not offered this follow-up. Seems like a game glitch because it happened to some other people too.
