Hataaru's last words were indeed an accusation of Soulbinder Nyami, and Nyami's ending of the ritual was an attempt to stop Hataaru from saying anything more. You later face her as a boss in Auchindoun. Othaar/Socrethar may have ordered the killing, but Nyami was probably the one who wielded the knife.

Just a note on the name of this quest...
It is clearly a tribute to the work of Sci-Fi author Orson Scott Card, known mostly for "Ender's Game". The book spawned a series, one of which was the title of this quest. Just sayin'... ;)
I sat waiting for the quest to begin and nothing. Head up the path to the east and go through and behind the large building. You will see Maladaar there and must speak to him to start the event. A floating mob will spawn and spew ... kill it and wait for the scene to end. Done.

What to do
Description
This was a betrayal from within. There's no other explanation for it. None of the Exarchs trust each other now - especially me. But Othaar and Akama can damn their laws. We've got to rout out the traitor and the only way to do it is to speak to the corpse! Join me just outside the Altar of Sha'tar atop the eastern cliffs. Soulbinder Nyami and I will perform an exorcism to save Hataaru's immortal soul... and maybe learn who did this to him. Do you trust me, {name}?
