As a person that has ran into the issue of NOT being able to pick up this quest, there is a level requirement associated with it. I'm not sure of the level requirement when in Chromie time, but outside of it, it is level 68. Incredibly annoying that the game doesn't tell you this and gates you without any warning. Also a sidenote about this area, the quests and general design of this area are very lazy and unintuitive. Several quests can get stuck, and Blizzard has yet to fix them or even care.
I'm not sure if this had a breadcrumb you need to follow through with first or what, as it seems that I am not able to pick up this quest. I am already 4/5 on cobalt assembly rep, so it might be only available if you are 0/5 or something?
