The prerequisites for this quest involve a few quest chains.
1. In Andorhal, start with Scourge First... Horde Later and The Endless Flow (you can optionally be lead into these quests via the Hero's Call, a quest and gryphon ride in the Hinterlands, a quest and teleportation in Booty Bay, or just down the road at Chillwind Camp).
2. Follow up with Scholomancer, Brute Strength, and Araj the Summoner.
3. Victory, For Now ends round 1 in Andorhal and leads you to Chillwind Camp.
4. A Mighty Hunger and Go Fletch! are offered at Chillwind Camp (these are available without prerequisites and may be completed at any time prior to the next step).
5. Next comes a quest chain: Uther's Blessing; The Abandoned Crypt; Ambushed!; The Writhing Haunt; This is Our Army; Combat Training.
6. Optionally, you can pick up the quest The Menders' Stead in Chillwind Camp from Argent Officer Pureheart which leads to the Mender's Stead.
7. The quest to return to Andorhal for round 2 is found in the Menders' Stead. Durnt Brightfalcon gives you the quest The Battle Resumes! You may need to gain a level or two before it becomes available.
8. Supporting the Troops as well as Ashes to Ashes should now be available in Andorhal.I hope this helps any of you wondering about prerequisites.
Not sure if anyone else has encountered this, but I found the Deathguards to be completely phased out while I was in Andorhal and this quest was available. I could spot a few on the outskirts while I wasn't in the area limits, but as soon as I approached them, they vanished.
I could do the sister quest, Ashes to Ashes with no issues.
Edit: It seems that some adds do appear in the Andorhal area, but they are either on a very long respawn time, or fade in and out seemingly randomly. I finally finished the quest, took me about 35 minutes to get them all though.
Edit: As of 4.2, reports say this is now working normally.

Description
I'm no military expert, but this battle looks to be in our favor. Our defenders are equally matched with their deathguards, but the farmers' militia has taken them by surprise from the rear. For the Alliance! Still, we should all do what we can to make sure that we win. Travel east into Andorhal and slay the Forsaken deathguards that are fighting with our men. The sooner they die, the quicker we can re-take Andorhal!
