To do this quest you'll have to do Scourge First... Alliance Later, Araj the Summoner, The Endless Flow, Brute Strength and Scholomancer. Victory, For Now will lead you to The Bulwark . Complete the Quests there and you should receive Strange New Faces, after that the quest giver will tell you to head to "the Mender's Stead" once there speak with [npc=45013] who will give you the quest The Battle Resumes!, once back in Andorhal Supporting the Troops and a couple other quests should be available :3

This quest is part of the second time you'll be operating out of Andorhal while questing in this zone. After completing the first series of quests to defeat the Scourge forces in the town and a temporary ceasefire with the Alliance is declared, you will need to travel to the Bulwark and complete quests at Felstone Field before you are sent back to Andorhal and this quest becomes available.
So quest-giver, Jearl Donald, can disappear, I guess he gets killed by the hordes of npc invaders? Not sure, but his quest turn-in question mark still shows on the mini-map, yet he'll be gone.
Wait a bit and he'll respawn.

Description
While it is true that these farmers threaten to overrun us, we still cannot forget about the Alliance's main forces. Travel west into Andorhal and slay the human soldiers that are fighting with our deathguards. We need all the help we can get.
