To the surprise of absolutely nobody, blizzard forgot to test the content before release.
Solution to bugged WQ: 2-seater dragonriding, have someone get on your dragon, move them to backpack, let them pick it up, then fly them to the rest of the course, you get shared credit in a party, everyone wins. Just pulled this off.
I think this world quest is bugged for me, I can't get past the 4 clicks
