I've done this quest across 4 alts now and whenever this quest a accepted, the number or rares on the broken shore always seems to drop down to 2, whereas before there could be 6 on the map it's telling me about.
Rare mobs, which are summoned using Nether Portal Disruptor, will not count towards the quest's completion.
If you see rares marked with a green skull on the zone map, good. But even rares, which are not marked, will count towards the quest's completion. You just cannot kill the same rare twice and progress the quest the same day.

What to do
Description
The Broken Shore swims with Legion filth, each demon deserving of a swift and merciless end. But some are more insidious than the rest. Powerful combatants rallying others to their perfidious cause. Strike down these demon champions and you will fill the hearts of their kin with fear and doubt. Break the Legion's spirit and we will break its back.
