to get the quest from Rekhan you need to complete the first Chapter in Spires of Arak "Shadows Gather".
then [npc=79519] give you the quest to the Garrison.
If you were like me and are over level 100 (102 as I wrote this) and cannot find the quest from Rokhan or the Warboard, you will need to skip this step and go to the next quest in the chain directly: The Might of the Warsong Might of the Warsong.
The nearest flight point would be The Ring of Trails or Wor'var in Nagrand.
