it may seem obvious to some but it took me a bit to realize why i didn't get the lead in to nagrand i was expecting..
You will not get this breadcrumb quest unless you go to your axefall garrison and get 'News from Nagrand' which sends you to Rokhan in your garrison.
Check that sweet Command Board in your Garrison if you are level 98 and don't have this quest. Arrow over to Nagrand and hit "Start Quest". Graciously Accept the quest and continue onward for glory.
