TheWoWDBI didn't get this quest until I had completed BOTH "The Kodocaller's Horn" and "Strategic Cuts", in case anyone spends 15 minutes like I did figuring out why they didn't get a follow up.

Additional info for those who are looking for how to begin this quest chain from the guy. You need to have completed Chiselgrip, the Heart of the Steppes, which is unlocked by doing all quests at Flamestar Post, and A Needle in a Hellhole.
