Baroness Draka does NOT lead you there despite what the text says. Head to the ramp at 45, 59 and follow it to the top where you'll see a camp full of NPCs to your left. Turn left and then stay on the left side in this camp until you get to the entrance to the building at 41, 62 (immediately south of the Spearhead flight path on your map) and turn left. Go straight through until you get to 39, 65 and you'll see Draka talking to Margrave Krexus. Speak with her and then turn it in.

None of the entrances were working for us. Maybe we are dumb and not understanding the advice already here but try this if you are dumb like us:

When facing toward Krexus, turn around and run out the doorway that was directly behind you. Once you run far enough something clicks and the quest starts.

Description

<Draka gestures to the sky.> Look there, mortal. That is the necropolis of Margrave Krexus, who leads the House of the Chosen. It is my honor to serve as his baroness. Let us ride to our fortress. There we can gather our strength and make ready for the battle to come.
