IDK if this is a bug in beta or how blizzard has decided to go with these quests. There is not a quest marker on the map or mini map direction pointer to show us where to go to turn this quest in. I've encountered many quest with this lack of information and spent hours (in total) looking for the quest givers and quest turn in NPCs. I'm hoping it's just an oversight and will be corrected on live.

That said, [npc=168381], for this quest, is located at /way 38.89, 65.24 Which is north east of were you picked up this quest, on the map just on the other side of the molten lava lake. Go around the lake to the right, follow the road as it swerves to the left and you'll see her.

Start and description
1 The Seat of the Primus
Quest start from [npc=159065] 39 65.2 you need to go to speak with [npc=157895] 36.3 60.3 wait for few sec to get next quest.
2 The Hills Have Eyes
You need to kill 6 [npc=162736] they are around city marked on map you need to speak with them first then kill. This quest you can do together with Maintaining Order.
3 Maintaining Order
You need to Deliver orders to [npc=168491] 32.6 67.1 [npc=168463] 36.7 75.9 and [npc=168288] 41 70.9 then come back to [npc=157895] 36.3 60.3.
4 Never Enough
Move to [npc=159065] 39 65.2.
5 Through the Fire and Flames
Press on Standing Rock 37.2 68.4 when animation will finish pick up [item=178662] from rock then press on orb to get back on platform.
6 Forging a Champion
Move to [npc=157676] 36.4 70.5 try to speak with him after use extra skill to get his attention.
7 Ossein Enchantment
Kill [npc=168036] to get [item=174499]. this quest do together with Thick Skin
8 Thick Skin
Collect 40 [item=178676] is droping from [npc=168234] you can find them by pressing on [npc=168206]
9 The Blade of the Primus
speak with [npc=157676] you need to protect him after all pick up [npc=168642]. You will learn new skill Fleshcraft.
10 The Path to Glory
Go to [npc=159065] 39 65.2.
11 Meet the Margrave
Use Necropolis Teleporter 38 66.8 then speak with [npc=158007] then wait few sec to get next quest.
12 The Seat of the Primus
Speak with [npc=168381] and you will be taken to Seat of the Primus. On Blue mark on ground use [spell=333335] extra skill will show up when you will stand on blue mark.

Description

It's been some time since I had a chance to craft a weapon that powerful! Good to know that the skills I learned from the Primus haven't dulled. You'd best get back to the baroness with that runeblade. I'm sure the margrave will want to know you wield it, as well. The Primus was notorious for thinking ten paces ahead of everyone else. I suspect he knew that someone like you would take up that blade.
