The Arbiter's Will is a quest for level 10-53 in Bastion. It is step 1 of 12 in the Champion of Pain storyline, the opening step. It rewards 900 experience and money.
We will all suffer if Bastion and Maldraxxus fall into war.
For some time, the Necrolords have been isolated. You must travel to their realm and seek the truth of their incursion.
Though our anima reserves remain low, they will be enough to open the way for you.

It is imperative that you identify the cause of the attack on Bastion. We will require your aid to open the gateway. Once the focus is sufficiently powered, we will call upon the gate to Maldraxxus and direct it into position. From there, the fate of this war must rest upon your shoulders.
Champion of Pain has 12 steps, from The Arbiter's Will to The House of the Chosen.
Maps its steps are placed on (steps per map): Maldraxxus (10), Oribos (2).

Steps, storylines and map placement from the client’s QuestLine, prerequisite and QuestPOI data; neighbouring quest text is Blizzard’s own (quest API), shortened to its opening sentences.
