You'll need to stand right underneath the glowing structure atop the pillar to be able to blow the horn. On the pillar will be a crystal structure with bombs around it - that's where you want to be.

In my opinion there isn't great explanation here about what to do on this quest. You do need your flying mount to get the the top of the mountain, however opposite as to what you might think, you do not have to fly to the top of the structure in the air. you simply blow the horn while standing near the crystals below the structure. :)

What to do
Description
We were not quick enough, {name}. The cultist scum have arrived at the Glimmering Pillar and are making preparations to destroy it, I can sense them. We don't have much time. Blow upon this horn atop the Glimmering Pillar to channel my power through the crystal. We shall show this scum to not trifle with the titans' creations.
