This quest is bugged out for me, I found the mage at the bottom of the bridge (on the river) but it does nothing. I don't float, the quest doesn't pop up. I tried all the way around, on the bridge, nothing.
Confirming that this can be completed on a flying mount if you have Broken Isle's flying. And it is incredibly easy just fly to the last bubble near the quest item and dismount and you can collect it.
The Magic of Flight "Dreamweavers, Kirin Tor" in [zone=8570]. The easiest of the Magic of Flight Series. Try this even if you hate these Kirin Tor World Quests.
- [npc=110915] is at 46.2, 51.2 in the river that circles Black Rook Hold like a moat. It's just below the wide gray bridge that leads into the hold.
- From the Bradenbrook flight point head to the river and turn right at the fork in the river. You don't have far to go, but you won't see the mage at first because the river curves and high rocks edge the river.
This "flight" is short and low to the water. Your bubble will form, rise a bit and move sideways like JNasty says. Your objective is a bright object under the bridge, not somewhere on top of Black Rook Hold. If you fall, you are very close to the river and shouldn't take damage.

Pins are the quest’s own POI points from the current retail client, projected onto the in-game zone map. The game marks one blob as the quest’s turn-in; the rest are objective areas. Points that fall outside a map’s window are dropped rather than guessed at.

/way #641 46.3 50.7Map coordinates of the pins above. An area the client draws as a shape is given by the centre of its points.
Quests whose map markers the client places closest to this one on Val'sharah, nearest first. Distances are straight lines between the markers.
Flight points closest to the quest’s first objective area marker on Val'sharah:
Straight-line distances in yards between the quest’s own map markers (QuestPOI) and the client’s flight-point positions (TaxiNodes); flight paths and terrain are not modelled.
First seen in build 12.0.7.68887 (Midnight patch 12.0.7, the oldest build in our datamine).
Steps, storylines and map placement from the client’s QuestLine, prerequisite and QuestPOI data; neighbouring quest text is Blizzard’s own (quest API), shortened to its opening sentences.
