Stand in the bubble alongside the Archmage. A new bubble will spawn flying upwards, stay inside the bubble as it moves "swimming" through the air to keep up. You need to move from bubble to bubble until eventually you'll be on top of the academy and will be able to loot the artifact.
Archmage is at 54.3, 36.6 - on the water OUTSIDE the academy.
For those looking for the Stormheim(Nastrondir) archmage Kesalon for the world quest The Magic of Flight, you need stand facing North at around 43.62 | 37.33 and grapple up on the cliffs at 43.60 | 36.55 and then from there you can see the archmage if you stand facing North-East.
