To complete this quest you need to click on a giant floating scroll (just like completing a building in your garrison in WoD).
It's at the base of the stairs right next to the Legionfall Construction Table (and Khadgar).

Description
Well done {name}. In testament to the efforts of all forces fighting here, we have come together to complete the construction of the Mage Tower. All that remains is for you to inspect our work, and complete the construction.
