TheWoWDBI was a little perplexed when I could not access the Zandalari Emissary after doing world quests in Zuldazar, at least until I came here. I was stuck on quest 6, The New Zanchuli Council. I couldn't quickly find it and so went off to quest elsewhere. Eventually I had to complete the quest line. Access to the council is an opening at 40.84 11.43. Go in, take the stairs on your left and go up two flights. Greet all members of the Council. After that, the rest of the quest line takes about 10-15 minutes and you can hand get your reward from the Zandalari Emissary.
The last quest, Allegiance of the Zandalari, is accessed one floor up from The Great Seal at 49.89 45.17.
