TheWoWDBI believe this is a "breadcrumb" quest and you will NOT get it if you have already visited all the other 3 zones before finishing your first "aid" quest, because by that time you will already have auto accepted the "aid" quest for all the zones, making it unnecessary.
Edit: confirmed I just abandoned the "Rallying Maldraxxus" quest (I had 0% progress) and Tal-Inara is now offering me this quest.

Confirmed, abandoned Support the Court while the question mark was gray, asked the NPC again and I was then able to select Ardenweald.
