These pieces can drop from the mobs in the area, namely the Blackthorn Witch Doctor, Blackthorn Needler, and Blackthorn Barbslinger.
Seeing as there aren't any comments at the present time I can't comment on the drop rate of these items generally, but in my experience, they were fairly low, about 1 in 10.
You'll have the pieces well before you're done with the quest Tough as Silk.
