TheWoWDBI have been working on this today (during Shadowlands) on my priest alt. I completed the Order Hall Campaign, got the title and have completed Breaching the Tomb on my main (hunter) back when Legion was current content. I did not immediately have The Speaker Awaits available at the Broken Shore - instead, I had to do Assault on the Broken Shore (skipping the quest was fine), and quests up to and including collecting the 100 Legionfall Supplies, and picking a project to contribute to - once I did that, Maiev had the Champions of Legionfall quests available - once those were completed I was able to pick up The Speaker Awaits from the Grand Priestess on the Broken Shore. This all took quite a bit of trial and error, as it isn't very clear on Blizzard guides, so I hope someone else finds it useful :)

Scenario: activate the console and kill the enemies who are attacking after around 3 min of role play and talk to Brann to return to Dalaran[spell=240981] will be added to your mount collection automatically after turning in the quest.
Make sure you've completed "Assault on Broken Shore" from Khadgar and the quests should show up. You might need to talk to Maiev and complete Champions of Legionfall at your order hall, and your specific final class quest chain, before your class-specific questgiver will show up at the Broken Shore.
