I couldn't start this quest line on one of my alts, neither through the journal or the quest giver. Turns out you have to complete Reinforce The Veiled Den and the quest that sends you back to Vindicaar afterwards. To get this quest, I had to go to the Antoran Wastes Vindicaar, relog on the ship and then Turalyon would offer me the quest.

Note that you do not have to complete the table missions or Reinforce Light's Purchase.

Ok, if you are like me and you were stuck in the first zone forever and did not realize how to continue the quest line:
Look on your map and you will see multiple vindicaars on the map, once you complete enough of the previous questline, the end of Krokuun is when you link the new spell ability to the Matrix core.

The Vindicaar Matrix Core quest

once you do that, you are expected to click on the teleport pad thing and travel to the new zone, once there a new quest opens
Securing a Foothold

So summary, if you are stuck and don't know how to continue the Argus story, click the teleporter, is there another ship visible? If so, go there

Now once you are there, there is a short questline where you unlock some flight paths, which are really teleport paths, do those, it will lead you to this.

I've been hearin' whispers ever since we got to Argus. They're just like Azeroth's, only... they ain't hers. I'm convinced that Argus has a titan of its own that's reachin' out to us! The broken have a relic stowed away that's darn near holy to 'em. Hatuun says they hear whispers from it...
