If you're looking to take the portal to Dalaran Crater, stand in the center of Dalaran, inside the Chamber of the Guardian building, on that blue pulsing circular tile in the center. This will port you to a hallway with various useful portals, including the one you need.
Make sure you have some form of slow-fall before porting to Dalaran Crater!

Priestly Matters: Go into the center of Dalaran, step on the small circle to teleport into a special chamber, walk forward down the first ramp into a circular room, keep walking forward down a second ramp into a circular room, and take the portal to the right of the one directly in front of you. If you hover your mouse over the portal, it shows its destination, and you want Portal to Dalaran Crater.
IMPORTANT: Cast Levitate on yourself before or right after going into the portal, to slow your fall. The teleport puts you in the air above the crater, where old Dalaran used to be.
Next fly up and out of the crater, then travel north/northeast into the zone to the north, [zone=7976], and find [npc=102343] at 79, 41. The location is shown on the map for Trisal Glades.

Description
Master {name}, I come at the behest of one who seeks to organize a stronger resistance to the Legion threat. If you would meet him at Faol's Rest in Tirisfal Glades, he will guarantee both your safety and an opportunity to play a pivotal role in the conflict.
