Be careful where you go to fight them. It's easy to get mobbed by a bunch of them, in which case they will kill you. Most classes simply don't have the tools to deal with 3 or more of them at this level.
Unless you can pull one at a time, it's best to stay in "town" and kill the ones that rush in. Otherwise you give them the chance to surround you.
Note that they have an ability where they jump on your head and DPS you from there for a few seconds, and you can't fight back. If you're a Monk, you can use Roll to dislodge them. Otherwise, you can try jumping up and down-- some say that works.
Edit: this has been iterated on a number of times since I wrote the post during Beta. Currently (Patch 5.1) the Hozen don't jump on your head anymore, and they also seem to be less powerful. Still be careful though, not to pull too many at once.

Description
We call those vicious monkeys swinging into town hozen. They keep to themselves normally, but they know something bad is coming, so they're here to steal our supplies. In situations like this, the clear answer is the only answer. These monkeys will leave when we force them to leave! To not defend our town and those we love would be the only true crime. Thus is the way of the Huojin.
Where to go
