As of 12.12.18 this quest is still not yet available and playing through Tuesday's 8.1 patch content doesn't seemingly open it up. Timegated again.
Anyone not able to do this quest like post 8.1.5? I did it on one of my characters and lost motivation to do it on the rest, and now i have the motivation and it looks like it doesnt appear anymore.
UPDATE: A GM informed me that they supposedly merged it into the Warstory, so my characters were I guess technically "passed" it, which is why it wasn't showing up, but maybe once i clear some of my active undone story, it should appear? Anyone have any info on it?
UPDATE 2: After finishing the Battle of Dazar'alor quest to defeat Jaina (and subsequent quests), the quest reappeared to me.

Description
Champion, the Dark Lady has need of you. We cannot speak more of this here. Make haste to Orgrimmar at once. Best not to keep her waiting.
Where to go
Pins are the quest’s own POI points from the current retail client, projected onto the in-game zone map. The game marks one blob as the quest’s turn-in; the rest are objective areas. Points that fall outside a map’s window are dropped rather than guessed at.
