TheWoWDBLots of bugs with this quest. The first time, Sivara came back right after escaping, which caused the NPC to be stuck and I was unable to turn it in.
The second time the little child ghost didn't spawn. Worked the third time. Just keep trying.

If anyone knows where to turn this quest in please let me know. The ? shows completed by The Drowned Market but nothing is there.
EDIT: I abandoned the quest, re-accepted and completed without issue this time.

Those who didn't choose to become naga were stuck in this horrifying half death, left to haunt these drowned ruins. I am almost afraid of what we will find if we do find my friend.
