To receive Luma as a pet, you need to start a quest chain that originates in the West Sanctum in Eversong Woods. Go to coordinates (/way 41.22 38.42) to start the quest chain offered by Magister Meledor and Ranger Vardis. This questline eventually leads to "Thief at Bark" which unlocks Luma as a pet upon completion.

You'll follow Luma a few times, and she eventually leads you to a non-interactable trash pile. Click on Luma and select the "Pet Luma" option to complete the quest.

I am so glad we get to keep Luma! She's soooo CUTE! And I am so happy companion pets are looking larger now without having to squint right towards the screen!
