Quest objective for this one doesn't show on map, and using the item doesn't respond, until you walk into the building. Once in the building I could use the item, it gives a buff. Then walk outside and you will see the quest markers on the map. Talk to 3 groups, and quest marker to complete will show on NPC, but the quest tracking will still show 0/1.
Important to note, after finishing this quest WAIT for the speaking to be done. You will get another quest a short distance away. Follow the NPCs.

Description
Ah, you there! You appear to have the wisdom to assist me, unlike a certain bow-wielding simpleton who thinks sniffing dirt will solve our problem. We've accidentally misplaced a very important journal--the sort my mentor would transmogrify me to have lost! Please use my arcane timepiece to summon echoes of the past and investigate these moments. That should allow us to find my journal properly, without indulging Vardis's primitive methods.
