This quest is so bugged, it feels like an out-of-season April Fool's joke where they convince a bunch of suckers to go stand in a cave & do nothing.
Had to join a few groups before I found one that had spawned him successfully.
As of June 10th still bugged. If you approach chest and can't get the spawn don't waste time, start joining groups. Seems to be totally random whether people can get it to open or not so it might take a couple before you strike one that can get him to spawn. If you really want to save time just skip the quest and do the other 4 to get the final incursion quest :).
