In regards to Bonyfoot's comment - You do NOT need to kill the pixies in order to achieve completion for this quest. The Shan'ze Serpentbinders within the area drops them as well and, consequently, drops significantly more than the pixies.
The quest giver Moshu the Arcane is located inside a cave at 28 22.
Darkwoods Charmer and Shan'ze mobs past the barricade and up the path both drop the questitems

You need to have unlocked Shadow-Pan dailys before you can pick up the quest (revered with golden lotus)
Upon completion, you get 275 Shado Pan rep and have the portal between Moshu the Arcane and Shado-pan Garrison open for use.

Ah, just the {class} I wanted to see! We've finally figured out why the portal is not working. We need more arcane powder! It would take us months to get a shipment sent out to us, but luckily, the mogu on this island carry plenty for their own spells. They tend to use some older stuff, so we're going to need a lot of it.
