This quest worked fine for me today. However I failed it (damn NPC ran ahead and didn't stop to help fight...) and when I abandoned the quest and went back to accept it again, I had the same problem. Open cage, nothing to accept - even after killing Rit'ko and getting the key again.
Relog helped to resolve the problem, immediately the cage was closed with the NPC inside, I could open it up and accept the quest again. Hope it helps.
If, somehow like me you lose the [item=45040], you can simply kill [npc=32970] again to get another. Apparently I dodged this quest when doing Loremaster and came back later to find myself needing a key.

Description
It's good to see you. I wasn't looking forward to enduring what Alanndarian did, so the rescue is somewhat welcome. I saw the troll leader before I was captured, and thought I had the perfect opportunity to kill him, but he's protected by some sort of magic shield. Morra needs to know before she mounts her assault, but first, we need to get out of here. Help me to the dock - I'll make my way to Lor'danel via water, and you can go back to Morra with the intel.
