TheWoWDBShould you not be able to fly to the Explorer's League Digsite after accepting the quest, abandon it and then re-accept it. It did this to me and I did some other quests after accepting it. Abandoning and re-accepting the quest worked.

With a level 29 character, I was able to get both the Hero's Call and this quest. That should help with completing the 60 quests in the Cape.
As of patch 8.0.1, I can confirm this. It is still possible to accept Hero's Call: The Cape of Stranglethorn! from the Hero's Call Board even if you have already done this quest.

Description
The Explorers' League is growing, {name}. Not only have they taken in worgen like me, but they have expanded their range in search of artifacts. One of our best, Bronwyn Hewstrike, has set up a camp in the south, where he believes an item of titan origin may be hidden. Bronwyn asked me to perform some duties here in the north, one of which was to identify potential recruits. You seem to be made of the right stuff. Talk to Robert Rhodes, the flight master, and he'll send you down there. Bronwyn's treat.
