I seem to have messed this up by not taking the teleport to sepulcher. Velonara wouldn't accept the quest turn in, and I had to go back. Due to phasing issues I needed to take the portal to northrend and then come back through it in order to see the NPCs on the wall so I could take the quest teleport to Sepulcher. After that Velonara accepted the quest turn in.

Description
Faranell and Velonara already went to the Sepulcher to work on a piece of our plan. We can hold the wall for now with just a few deathguards and dark rangers, but we need someone who can hit the Scarlets where they are. Preferably without losing more of our own. Go to the Sepulcher and meet with Velonara. You are the sharpened tip of our poisoned blade.
Where to go
Pins are the quest’s own POI points from the current retail client, projected onto the in-game zone map. The game marks one blob as the quest’s turn-in; the rest are objective areas. Points that fall outside a map’s window are dropped rather than guessed at.

Where this quest fits
Before this quest
Taken from the storyline's own step order.
- Our Enemies Abound
Just when we get our feet back under ourselves, someone wants to knock us down again. There are people who still think that we don't deserve this home, and they're willing to kill us to get what they want. And some old grudges never go away.
After this quest
Taken from the storyline's own step order.
- Nothing Like the Classic
We of the Royal Apothecaries have synthesized many nuanced plagues in recent years, in keeping with our agreement with the Desolate Council not to... overdo it. But when it comes to rooting out Scarlet assailants, there really is nothing like the classic.
