In order to start this quest, you must be level 50+ and have already completed the Return to Lordaeron questline which you pick up from Calia in Oribos. Once you have done those, travel to Undercity and the quest pops up automatically.
If you haven't done the prerequisite questline and are level 70, there's a glitch at the moment hiding it from you. First you have to go to Oribos and choose a covenant, then if you still can't see it, first make sure that Show Trivial Quests is checked. This still didn't work for my guildmate, but I grabbed a level 60 alt and grouped with them, then turned on party sync. They were then able to start the Return to Lordaeron questline.

Found the solution:
Lvl 50 char, not shadowlands campaign, not exalted, Go to Chromie in Org, select Shadowlands timewalking -> Calia will spawn with Call to Lordaeron next to the main building in Org. Don't need to be 60 and to do the shadowlands stuff to get the quest.
If it's still not showing up, make sure Undercity is set to the present time.
