If you, just like me, stepped out of the barracks past Lilian Voss to take a look around only to find lvl 30ish legacy mobs outside only to return and see no Lilian and no portal for the quest objective 'take portal' - abandon the quest, fly back to the city and reset timeline to 'present time' via the bronze dragon NPC just outside if you have it set to the past - then fly back to Fenris Isle and Lilian will be there in a newly spawned phase to give you the quest again and port you for the Heritage questline completion.

Description

Let's get back behind the walls and meet the others. I think Belmont had the time of his unlife with you, getting to cut down Scarlets again. But this isn't the end of the Crusade. Even though they lost, they might still turn this into yet another way to recruit. We'll be ready if they ever come for us again. Or our neighbors. Come on, let's get back to the Ruins of Lordaeron.
